The Independent Petroleum Marketers Association of Nigeria (IPMAN) has directed its members to register with the Dangote Refinery and Petrochemicals Limited ahead of the commencement of direct fuel supply on Monday, September 15, 2025. IPMAN members who have already registered are instructed to resume immediate payment to the Dangote Refinery, while those who haven’t registered are urged to do so promptly.
The Dangote Refinery has concluded plans to commence the fuel distribution initiative, slashing the gantry price of premium motor spirit (PMS) to N841 per liter in Lagos and other South-Western states, and N851 per liter in Abuja, Rivers, Delta, Edo, and Kwara states. This move is designed to cut fuel distribution costs, reduce pump prices, and ease inflationary pressures.
According to IPMAN President Alhaji Abubakar Maigandi and National Secretary Hon. James Terlumun Tor, the refinery’s fuel distribution program is expected to benefit over 42 million micro, small, and medium enterprises (MSMEs) by lowering energy costs and improving profit margins. The Dangote Group is investing over N720 billion into the program, which will revitalize dormant filling stations across the country and create numerous direct employment opportunities.
The initiative will utilize CNG-powered transportation, expected to save the Nigerian economy over N1.8 trillion annually. The first phase of the deployment will cover the Federal Capital Territory, Lagos, Kwara, Delta, Edo, Rivers, and South West states, with nationwide expansion planned as additional trucks are delivered ¹ ² ³.
IPMAN’s directive comes amidst a controversy between the Dangote Refinery and fuel marketers under the aegis of Depot and Petroleum Products Marketers Association of Nigeria (DAPPMAN). DAPPMAN had accused the refinery of offering lower prices to international buyers while quoting higher rates to local offtakers. However, the Dangote Refinery has dismissed these allegations, suggesting that DAPPMAN might be behind recent tensions with the Nigeria Union of Petroleum and Natural Gas Workers (NUPENG).
